FR -- File Rotator

Description: FR is a client of DFC service (DFC -- Dedicated File Cache, available from Metalab and other sites). It reads a shared memory area with specially formatted data, and selects a random file from specified dir. Then it tries to either read file content from shared mem, or from disk. Good for rotating banners.
